Houston has a free service where an officer will come out and help change a tire or do small repairs, but no towing.

In Illinois and Missouri the DOT also provide this service in major metropolitian areas, but it's paid for with taxes.

Yeah, and they pay the taxes for it too. Before you think that's so great, check out CA and SF's property tax, sales tax, and gas tax rates. You'll pay for that tow many times over before you'll ever actually need it.

In other words, it aint free.

Ours is called HELP, and is run by the NY State D.O.T.

For every tax dollar spent on this service, the public supposedly realizes 3.4 times that amount in benefits (in fuel and time saved).
That's all well and good. Unfortunately it's not a guarantee that for every tax dollar I spend on the service that I get 3.4 times the amount back. Basically, I'm against funding someone else's towing job. Also, I really wouldn't feel right about having other people pay for something that was my fault (eg, not having the spare tire properly maintained, etc).
