I was in Seoul Korea a for a couple days on business, I was trying to talk to a co-worker that spoke very little English. He was trying to ask me a question in Korean, but I couldn't understand him. So he kept repeating the question LOUDER and S L O W E R in Korean.

It didn't help. Just keep that in mind next time someone asks you a question. ;)

This relates a bit to how people talk to midgets (or little people). On Maury, when he talks to those people who are incredibly small, he always talks to them like a little kid. It's got to be insulting.

I can't imagine how irritating and embarassing it would be if someone did that to me.

No, he means Chris Rock.
When did Chris Rock say this? Chris Tucker did it in Rush Hour.

Actually Jakie Chan says "Do you understand the words coming out of my mouth?" in Rush Hour

Chris Tucker replies "No one understands the words coming out of your mouth."

In Rush Hour 2, Jackie Chan says "Do you understand the words coming out of my mouth?"

In Rush Hour 2, Chris Tucker says, "Don't nobody understand the words that are coming out of your mouth."
