I think there really should be a separate government administration for fraud and waste and they would handle making the government more efficient as well as fighting fraud. It could be headed a presidential nominee who must report to congress. They wouldn't set the budget or make budget recomendations, they would simply look for waste and find ways to eliminate it as well as deal with fraud and abuse, both eternally and externally.

You can not expect anyone to hand over that hatchet with out oversight.

Yes they do some of what I was talking about but they don't have teeth, they submit their findings to congress and we hope something gets done. I also don't know if they handle fraud committed by non government employees or if they only handle government fraud. They are a research group who studies what congress tells them, I'm looking for something a little more independent that can actually make changes and whose changes would congress would oversee.
 
I wonder if the GAO has enough resources for the scope of what they do.
They have lots of resources. The question is whether they are being used appropriately. To which organization is the GAO accountable?
