I was never a big fan of either one, but Biggie was clearly a better rapper IMO. I never thought Tupac was anything special as a musician - if anything I think he would have been very successful as an actor, because he was a very bright guy, and had a magnetic personality and a nice smile.

But anyway, for arguments sake..

Biggie had the storytelling, the flow, and the lyrics.
Pac had the charisma, the voice, and was poetic (sometimes).

All in all as a hip hop artist Pac > Big. Skillwise Big > Pac.

Nas > Both of them, though IMO.

Raps like Dear Mama and Keep Ya Head Up put Tupac over Biggie for me. Even though Notorious Thugs is my favorite rap song.

I like biggie's style better. Had much smoother delivery. Hard to put one against the other, as Pac made many more albums than big.

Pac was pretending to be a thug and died the way thugs do.
Biggie was a thug and died the way random people do -- you know the random violence thing.....
