Nothing will install on windows 7, volume shaow copy at fault?

If you like to ignore my preamble about how i found the problem and troubleshoot it my question is below the dotted line :)

preamble:
Trying to install a game earlier and the installer hung at 0% i thought it was a problem with the software.

I managed to get it installed in safemode but when the installer tried install the directX componant it informed me this could not be done in safe mode. So back in windows i try the directx installer, this also hung at 0%

Two installers broken? not a common occuarance in one day for sure.
So I tried to install other software i know to be working and it has the same problem.

Now I troubleshoot the problem like this
Run - MSCONFIG and disable all start up programs - restart
not fixed

run - msconfig then reable all start programs, then disable all services
now the installers are working again
spend 45 mins determining which service is the problem

now my question

The service that was preventing installers (installshield mostly) from working is called
Volume Shadow Copy (research shows it part of windows backup and restore)

How can I repeair this service?
how can i determin how it become broken to prevent future problems?
what downsides can i expect leaving it disabled, I use acronis backup instead of the windows 7 back up?

running win 7 64bit
acronis true image 11 (not sure if its related to the problem)
