Question nothing happens when i try to turn the motherboard on

the components are:
motherboard: prime b450m-A (asus)
CPU: Ryzen 5 3600
PSU: Corsair vs650
ram: Viper steel series ddr4 3000MHz
Graphics card: XFX Radeon RX 570 RS XXX Edition 1286MHz, 8gb

i previously tried this system with a b450m pro vhd max motherboard however when i connected the psu to it nothing happened no lights or anything and have tried with different power supplies
i connected everything to the new motherboard and still nothing
all components are brand new, i've checked the connections are correct and i've tested the psu however nothing on either motherboard
it's not a short on the case as i have been trying to get it to work on top of a carboard box and yet still nothing

am i really unlucky and have gotten 2 dead motherboards or am i doing something wrong?

You are referring, to the "paperclip test"? Attach a +12V molex-powered fan to a molex (it needs a slight +12V load to regulate), and then jumpered the Green and Black wires together and held them, and the PSU fan came on, as well as the fan it was powering, correct? (Or something equivalent?)

B450 boards may NOT have the correct BIOS pre-installed to deal with a 3600 CPU, but the "MAX" board should have.

Do both boards show "Ryzen 3000 Desktop CPU Series Ready"?

When I tried to power-on a B350 board, one time, that didn't have the BIOS revision update to support a 2200G APU, it acted DEAD. Like, completely DEAD.

The other possibility is, bad PSU, or 2x bad boards.

Rare to get 2x bad boards. Wear gloves next time to be 100% sure there's no static electricity.

You should create a checklist and note the steps you did. Copy and paste it on this form for better support. That being said, Did you download the latest BIOS -> put into a USB 2.0 thumb drive -> change the name to the correct CAP name. THen turn on your mobo but do not start it. Then insert the BIOS thumb drive into the BIOS USB slot (if the mobo has that) and press BIOS FLash button for about 3 seconds. SOme mobos will show the BIOS updating. It can take about couple of minutes. Then turn off your PC, Turn it back on and then start your PC. Be sure nothing is connected other than your monitor cable and keyboard. Also, are you booting from a fresh HDD or m.2 drive? If so, the post will hang is you did not format it yet. So press F8 or delete quickly when you start to get into BIOS. ALso, check the moto lights on the mobo itself. Usually there are 4 super small LEDs that can show the status of memory, CPU, etc.
