Nothing displayed on monitor, new computer

Hello. I am new here, and if someone could help me with my computer problem, it would be appreciated. I recently bought a few things from Newegg.com and I've been trying to get this computer working, but it hasn't been able to display anything as of yet. I've combined a few old things, which are the hard drive and graphics card, with three new things, which are the case, motherboard, and processor. Here are the components of the computer that I am trying to build: (I don't really know the technical names of all of these items, sorry.)

80GB Seagate Hard Drive
Intel Pentium D Processor 805 (2.66 GHz, dual-core)
Rosewill TU-155 Black Case
nVidia MX400 Graphics Card (64MB)
ECS ELITEGROUP P965T-A Motherboard

When I turn on the computer, it turns on, but the monitor doesn't display anything. The fan on the graphics card spins though, so I know that it's getting power. When I change the jumper from the "CLEAR CMOS" setting to "NORMAL" setting, the computer refuses to turn on. I've switched the power supply out before for another one and know that the power supply has little to do with the problem. I've also switched the hard drive out for another one a couple of times, and nothing different has happened. My guess would be that the problem may be within the motherboard and processor, but I'm nowhere near sure.

Hmm...your graphics card must obviously be a PCI card since this board does not have AGP support. It is very possible that it could just be a basic compability problem with the PCI card. I work Level II destop support for a large corporation and we have frequently had problems in our new Dell Optiplex 520's when adding PCI graphics cards in to support dual monitor applications(the 520 does not have a PCIe graphics slot). Some PCI graphics card are detected by the bios just fine and others will not ever detect for some reason. I suggest you drop $50 or so into a cheap PCIe graphics adapter for it...im sure it will fix your problem.
 
I've experienced similar issues while peicing together systems. Sometimes it's as small as having the wires from the power button on the MoBos jumper the wrong way. I'd worry about the monitor not displaying anything last. Focus first on getting the system to boot with the CMOS jumper set the right way. I've found it to be very costly buying new compnents before rulling out the motherboard as the only culprit.
