Notes on iPad With No Cloud?

Sorry, not an Apple guy.
Can you take notes in an iPad (12.9) without using the Cloud?
We have employees wanting an iPad but IT doesn't allow cloud services.

Thanks.

(I know the Surface Pro defaults to the cloud but you can choose to save files on the device)

I agree. I hate the Apple ecosystem, but then again I distrust the Android ecosystem even more.

It still needs to be tied to an Apple account I think. Same with Android. So it's still tied to the cloud. That may or may not be a concern but something to consider. There are ways to rip all that stuff out and use it stand alone I think, but it's quite involved.

I wish the mobile device ecosystem was better, both sides are just as bad really. Would be nice if the hardware was standardized, like x86 is, so that you could just load a Linux distro on any device.

You don't need to tie an android device to a Google account, obviously anything that needs a Google account won't work without you doing that but the device will work fine.

Not sure about Apple stuff.

How do you install apps without a Google account? Do you side load everything?

I'm more than happy to use a Google account and use the play store, but you can use other app stores (like Amazons) if you want, or, as you say, just side load stuff.
