Notepad window opens

I recently did a complete re-install of Windows XP. I set up one account with administrator access and two accounts with restricted access. When the two accounts with restricted access start up, a Notepad window opens with the following text in it:

[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21787

I have no idea why this is happening, but I would like to prevent it if at all possible. Can someone tell me the scoop on this?
