Notebook performs worse when plugged in

so my girlfriends laptop is acting all funky, so i tried re-installing windows.

So far(not finished updating) one thing has fixed and that is:

When you plug in the power cord, the computer no longer freezes up

But it still runs like crap.

What i have found out is that it runs FINE when un-plugged.

When it's plugged in(charging) it runs horribly. alt-tabbing causes sytem lag like mad. Scrolling down webpages is all chunky. Etc.

Any idea where to start?!?!?! not sure if i should call HP(warranty expired any ways..), post on some HP specific forum, mess around in the bios, etc. HELP!!!!

UPDATES:

figured speedstep is the problem..

cpu gets throttled to 1ghz when idling...stays that way when stressed if plugged in, but if it's unplugged it gets scaled upto its 1.66 ghz...


No bios shut off for speed step available..

Disabled speedstep in windows according to this post
