I'm having some heat issues, what is a decent cooler, for as cheap as possible that does the job and is portable?
 
You can get a basic Targus lap desk that will prop the laptop up more and allow circulation.
Otherwise pick up a cooling pad that has USB powered fans in it, a lot of companies make them. Shouldn't run more than $30-$40
