Not sure whats wrong

Hey all,
I have a problem, When i let my computer sit turned off for more than 10 mins, it will not boot up on the first try, it just powers on and does nothing, no post, nothing, but when i try to boot again after the first failed try it goes into windows perfiectly. Not sure whats wrong, I am thinking a MOBO problem, MSI SIS 645DX, P4, Nivida 64mb AGP video card, PCI Network Card, cd-rw and dvd-rom, western dig, 40 gig hard drive.

Something very similar happened to a friend of mine. It turned out to be her power supply. The thing actully wound up shorting out and frying her mobo + CPU.

I'd probably try to test or replace the power supply as quickly as possible
 
Yeah that was my second guess, but that is the easyiest to test, so i tested the 300w ps, and that works fine, but i am stil not sure if the P4 saps alot of power, cuz i do have 2 cd-roms, and a 40 gig hd.

I don't neccessarily know if it's a matter of the CPU sucking it dry ... if there is a problem with the powersupply the voltage may fluctuate or be noisy (inconsistently.)

I'm not a power expert but the more I think about it the more your symptoms sound like two cases I've seen before ... and both times it was a faulty power supply.
