Not recognizing disk drive

I recently built a computer and am trying to install the CD drive. The power is going into it, it is hooked up to the motherboard, and it has a white cord going into it from my soundcard.

I have tried without the white cord from the sound card and it still doesn't want to work. I go into my BIOS and it shows nothing, and when I turn it on it shows up as unknown.

For the possitioning of the white plastic piece in the : : : :, I have tried with it in each spot.

Is it PATA(IDE, the big cable) or SATA? Is your BIOS updated? Are you _sure_ you have it plugged in right?

It is IDE And I think I have it plugged in right. I have one end in the hard drive and one in the motherboard.

It would show in BIOS if it was just bad Windows drivers.

I haven't installed an operating system. I just plugged in the new EIDE hard drive and I plan on installing Windows on that as the computer is only for word doc's and such. Problem is even though I have an external CD drive, it is USB, so I need my internal one to be recognized so I can plug my CD into it and install Windows.
