Not reading Flash Drive

My friend has an older PC and he just bought a USB flash drive and is very upset that this computer won't recognize it. It's like he doesn't even plug it in. Is there a way to get his old PC to read the Flash Drive?
 
If it's running Windows 98 SE, then all he has to do is download and install a generic USB Mass Storage driver. If it's running 95 or 98 original, then it's not going to work at all since both of those OSes had really poor USB support. If it's Win2k or newer, then it should support flash drives out of the box and if he's having problems, then it's probably due to the hardware.
