Not Powering Up, assistance needed

I have a epox 9nda3j, and i just upgraded to a 64 3200, and the power supply is a 430 antec truepower. plugged everything in etc. pressed the power switch and nothing happened. when i tried it again a little later i could see the fans wiggle for a split second and then die.

I tried unplugging everything but the harddrive and video card (6600GT AGP) but its the same result.

now there is this 4 pin plug on the mobo next to the power supply plug, I didn't use it before on my 64 3000 but could this 3200 require me to use it? the epox website is down and I can't download the manual but im pretty anxious to get this working so here i am thanks alot guys!
 
tried it....still the same

could this be caused by a short circuit somewhere? i did install a scythe ninja and htey had me put on a back plate which didnt really fit well so i kinda had to move the 3m tape side over some metal components
