I am trying to OC my gpu, a 6950 1gb

I also have an i5 2500k @ 4.8ghz and 1.38v. I was running GPU-Z during some gaming today at stock speeds and noticed the VDDC current was around 60A +/- 3A.
The combined 12v rail on my psu is just under 60A, when i try to overclock past the limit set by CCC using sapphire trixx my system locks up and i get multi colored lines covering my screen.
I am going to be replacing the psu soon, because i have the intention to crossfire, but i wanted to get an opinion on if my current psu is limiting my gpu's oc ability.
