Not enough memory to format/install Win2000?

A friend of mine is attempting to do a clean install of Win2000. He has deleted the existing partition(s) and created
a new partition and attempts to format it with NTFS and Win2000.  It ends up failing with a not enough memory error.
He has 128 megs which , while not that much, should be sufficient to install Win2000 shouldn't it?

Anyone see anything like this before?

Thanks,
