I know what it means but why is it doing it on my iPad Pro 10.5 inch 512 GB when I plug it into my monitor USB hub ?

Because iPads wants/need more amperage than your average USB port will supply.

Thanks I realize it is charging but very slowly.

I wish there was a way to get rid of the Not Charging thing at the top right corner on the iPad. Like disable it when there is only enough power to slowly charge the iPad.
