Not able to post pictures

Hello. I have been trying to post pictures as attachments to no avail. Under posting rules it says "you may not post attachments". Am I doing something wrong? Do I have something not setup right? Thanks.

Only moderators and admins can post attachments. You can embed images by using image tags.

they need to be hosted somewhere like imageshack.us then use the [ img] tag or click on the picture icon

in the reply to section.
