Norton Personal Firewall 2003 is acting Screwy

I just reinstalled my Norton PF 2003, and now it is giving me a headache. The problem is that the program does not start up automatically at boot up, so i went to the main window, and the Security tab is turned off. I try to turn it on, but nothing happens (Security tab is needed to be turned on to make Norton PF to work). What could the problem be? TIA

I've uninstalled and reinstalled 4 times, but the same problem keeps happening
