Norton AV not working

Working on someone's computer, their Norton AV corp. ed. is not working. It displays the icon in the taskbar with a yellow exclaimation point on top.

Attempting to toggle the setting that loads the driver, shows that it cannot communicate with the NAV service.

Going to services.msc, and looking at the NAV client service, it is stopped. Attempting to start it, shows "Error #10: The Environment is Incorrect."

Any ideas? He used system restore to rollback 30 days after this happened, and the same thing is happening. Attempting to do a LiveUpdate (even though virus defs show 30 days out of date), shows that everything is updated.
 
Is it a managed (reports to a server) or unmanaged (standalone) install? The easiest thing to do is reinstall.
 
I had to reinstall a few Symantec Corporate clients a few days ago, it seems that there was a bad update on around the 21st that kept the clients from updating (at least on the configurations we were running). This occurred on client version 10.1.5.5000. No symptoms other than they refused to update after the poison update. Unknown if it is related, but a reinstall cured it on both machines.
 
It's a standalone install, he doesn't know where his install media went to though.
Perhaps a reinstall will fix it, if we can find it.
