norton 360 firewall blocking internet

working on a pc that cant "get online." when i disable the norton firewall, everything is great.

i have tried enabling it, and shutting off certain blocks, and i made sure that IE is allowed, but I keep getting denied.

what services need to be allowed for IE/FF to access the internet?
