Norton 2006 Pop Up Blocker

I have been trying to disable the pop-up blocker in Norton Internet Security 2006 for the longest time and I can't do it. I have turned it off under the Norton Anti-Spam window, but it still blocks all pop-ups and its starting to get really annoying. Does anyone know how to allow the pop-ups to come through with Norton Internet Security 2006 ?? Or could it be a setting with Internet Explorer that I dont know about. Thanks.
