Northwood B retail fanspeed?

I have a 2.26 and P4B533-E and asus probe is reporting a fanspeed of 1600rpm which seems rather slow, is this normal?
 
All the retail Northwood HSFs I've dealt with (more than 10) rotate around 2700RPM at idle temps. They are thermally controlled (see this page) and speed up to around 4000RPM as the CPU heats up under load.

You are probably monitoring some other fan speed. Do you have an Antec TruePower PSU? They run around 1500-1600RPM at idle temps.
 
after restarting the speed when to 2600rpm, temperature idle is now 23C, which I think is pretty good.
