Northbridge fan dead for a while = dead motherboard?

If the northbridge fan has been dead for a while and the unit no longer POSTS, is it safe to assume that the motherboard burnt itself out?

It might not post because the fan pins are shorted out, and the BIOS recognizes it as a hardware fault... Last ditch efforts could include 1) yank the pins for the fan off the board +/- 2) stick a Zalman NB47J on there, and see if it POSTs.
...I'm betting its fried though...

Thats why I love having a passive NB cooler.

But of course, theres a fan on my passive NB/SB cooler.

(it's the A8N32)
