I give em props for trying. What are we doing in the USA next year on the Obama budget? How about a 20% cut again for NASA. Sheesh... Why don't we just shit can the entire space program. Meh, the US didn't give up much of anything in the deal. As always, there's little reason to believe that any deal we make with North Korea would somehow end their bad behavior. It's about mitigating the damage they can or will do to people outside.

Dealing with them isn't an attractive option, but it's not like there's a better one.

It's certainly possible, but I think it's far more likely that it failed on its own like their previous launches seem to have.
