College students have been voting on-campus forever, and they (the vast majority) certainly are still dependents. If students should not be allowed to vote 'out-of-district' because their permanent address is not at the school, then pass *that* law. Without checking, I'm guessing that has either been tried and overturned, or in-house state lawyers have advised that it is a non-starter.

Someone earlier posted info about a SCOTUS case that said something to the effect that students could not be prevented from registering to vote in the city/county where their university is located.

So is it a tax increase? Or is it an attempt to discourage voting on college campuses? Or is it both?

I don't really see any other possibilities.

I don't think anyone's been able to figure out the point of the proposed legislation. I googled the NC Congressman who is proposing this and he seems from a small district that doesn't even have a university.

But I do not think it can be correctly described as a tax increase because it doesn't change existing tax law. AFAIK, and I say this as a tax professional, no one pays attention to it though because it's unenforceable. I'm in NC and give this little-to-no chance of passing.

Kind of reminds me about how in California many college campuses are considered separate from city they are located in, inccluding campuses in the middle of a city. Students who decide to live on campus and register to vote are shocked to learn they have no right to vote in any local elections as city boundaries do not include the campus or any of its dorms.
