NORMALIZING MP3's Can it be done after the fact???

I have a good size MP3 collection and would like to normalize the sound level so they are all the same level,Right now some are louder than others,I know it can be done as WAV files with like AudioGrabber but is there a proggy that will do it with MP3 files without having to convert to WAV first??🙂
If so PLEASE LMK....
 
Any program that can do it would have to convert to .wav first, then re-encode, with the accompanying loss of quality.
