Normal RAM vs CAS2 & CAS3 RAM?!?!

What are the advantages of CAS2 and CAS3 RAM vs normal ram???
Is CAS2 and CAS3 ram better for oc'ing???
Are the advantages of ram more crucial for oc'ing than mobo??
Please help

All SDRAM has a CAS spec. CAS3 is a bit cheaper and a bit slower (maybe 5%) depending on what you're running. Sometimes overclockers need to lower the CAS setting from CAS2 to CAS3 to get higher overclocked speeds.
