Is it normal for the Neo2 to not start up after your overclock fails, and the only way to get it back on is to reset the CMOS jumber on the mainboard?
 
If you have pushed it too far that it can't post than yes. Just reset cmos and see if that fixes it. Sonmetimes it helps to unplug power for a minute or two then restart.
