Normal for VCORE voltage to drop under heavy load?

When my FCPGA CPU is under 100% load, onboard monitoring reports the VCORE as dropping 0.5v from what I have it set as (for example, if I set it at 1.75v, monitoring will report 1.76v during idle, and 1.71v during 100% load, sometimes dipping down to 1.70v)

Is it normal for VCORE to drop so much when the CPU is under heavy load?

I'm using an Asus P3B-F with Antec SmartPower 300W PSU
