Thanks for the update. I think that what you have is OK since you're angling for an extreme budget build with used components. However, you should take a look at Ken's low-end builders guide for some ideas on components.

For example, spending $25 more on the CPU+mobo gets you an i3 4150 instead of the X4 860K. The i3 is significantly faster in both single-and multithreaded workloads.

Also, $55 isn't a great price for the EVGA 600B and you don't need anything close to a 600W unit to begin with. The Corsair CX500 for $30 AR is a better unit and saves you the $25 needed to step up to the i3.

To answer your specific questions:

1. Everything is compatible, but you'll see a CPU bottleneck on many games with the 860K.
2. You can play most last gen console ports maxed out at 1080p and current games at 1080p medium (i.e. a little better than the console version).
3. Not in my opinion, see above.
4. The case is a little chintzy (which is to be expected in this price range), but the layout is straightforward. You're not going to be able to do any kind of slick cable management, but it should go together easily enough.
5. See above. After the two changes above, get the best GPU you can afford.
6. A cooler is nice to cut down on noise, but any money spent on one would be better spend on upgrading some of the primary components. The stock cooler will work fine.
7. No, this isn't a high power (and heat) PC.
8. As far as internal cabling, no. The mobo will come with at least 2 SATA cables, and you only need 2. All other internal wiring will come with the PSU and case. You'll need external cabling like power cords, HDMI/DVI cables, etc.
