noob: Tightening Crucial Ballistic Ram

Hello,
I recently upgraded my computer to the following specs:
5000+ black edition OC'd to 3.2 mhz @ 1.4v (x16 multi)
Gigabyte MA790X-DS4
Crucial Ballistixs 2 x 1gb pc 6400 4-4-4-12 2.2v
8800GT BFG OC2

I've tried to tighten my timings to exactly 4-4-4-12 but I can't seem to achieve them. According to CPU-Z, here are my timings:
DRAM Freq: 401.8
FSB:DRAM: CPU/8
CAS# Latency (CL): 4.0 clocks
RAS# to CAS# Delay (tRCD): 4 clocks
RAS# Precharge (tRP): 4 clocks
Cycle time (tRAS): 18 clocks
Bank Cycle Time (tRC): 18 clocks
Command Rate (CR): 2T

And here is what my bios reads:
Voltage: 2.208v
CAS Latency: 4T
1T/2T command timings: 2T
TwTr Command Delay: 3T
Write recovery time: 6T
Precharge time: 2T
Row cycle time: 16T
Ras to Cas R/W Delay: 4T
Ras to Ras Delay: 3T
Row Precharge time: 4T
Minimum RAS Active Time: 12T

Did I do anything wrong here? This is my first time oc'ing/messing with memory timings, so any constructive criticism would rule.

790 board are very problematic right now. I have seen all people having problems running <18 clocks.
