Noob questions about ghosting partitions

So I built my Dad a comp a few months back and the hard drive started to die recently. It was the primary drive but fortunately, we got the data off of it before it tanked. Now, he has a 30 gig drive in his comp (temporary fix) but I want to give him a 200 gig drive this weekend.

Usually, I would just format/reinstall xp. However, he uses outlook heavily and has all kinds of crap in it that always gets screwed up when I do that. So is there an easy way to ghost the windows install he has now to a different drive?

Do the drives have to be the same kind/size? If not, does the partition have to be the same size? Is Partition Image what I want to use for this?
