noob need some help on dvd burner

my friend going to build a computer and the guy who buy the stuff for him, said he will need a dvd burner and a cd burner. I always thought that dvd burner can burn cd too. And he said he going to have a water cool system for internet surfing. Is that a good idea ? and was i right about the dvd burner? thankx/
 
Yes, a DVD Burner will burn CDR's. And Water cooled for browsing the Web is perhaps overkill.... but this is a wind up yes?
 
that is what i thought too. my friend said he only uses it for internet and his business on the side, doesnt into gaming so i dont know why the guy who build the computer see the need for a water cooling rig.
