Noob: How do I make a boot-floppy?

When installing XP on a PC that won't boot from CD what's the simplest and/or best way to make a boot floppy? I know how to use a Windows and a little about the hardware but don't know to much on the technical level.

Is there a good place on the web for this kind of thing? Someone told me to go to http://www.bootdisk.com/ but I can't find anything on there but a request for donations when i go to the XP boot-floppy part of the site.

The target computer is an old IBM Netfinity 3500 (233MHz P2) server if that makes any difference.
