Non-subscribers forum speed?

I am curious if there is a cap on the maximum download speed for non-subscribers, like 56k or so, or if it has more to do with giving first priority to subscribers like a waiting line?

I have a slow connection but during peak hours seem to have to refresh pages before getting some of them to load or there is a delay of less than 20 seconds before a page will load. Other sites are working fine when this happens so I am assuming it has something to do with being a non-subscriber and the slower speeds but didn't think it would affect a slow connection like this and was more that it didn't offer full speed for those that had that capability. Is this correct or is there a benefit even for those on slow connections (33.6-56k)?

There is a bandwidth cap in place for non-subscribers.

Even on 56K, though, I noticed a drastic difference between the subscriber & non-subscriber forum servers.

Well it might be something to do with my location (UK), though I doubt it:

The non-subscriber forums are lightning for me! I cant compare their speed to the subscriber forums, as I'm not a subscriber.

(This isnt a plea to make the site slower though :D)
