My mate bought a keyboard online, and with it came a free OEM ATi Theater 550 Pro. He looked it over, and it seemed fine, like a free gift. On closer expection, he noticed a sticker on the back saying "Non-Qualification Sample", just like the one at this link,

Does it mean that it is a test sample, and it's been sent to him by accident? Or is it just a thing they had lying around that the company throw in?
 
This is an engineering sample and wasn't meant for resale. It could be early revisions of Si or it could be a final spin as good as the full retail product. Usually review sites, ODM parteners, developers and ATI engineers have these type of boards prior to the release of the full retail product.
