non-japanese winxp cannot fully support japanese???

im using non-japanese winxp, but ive choosed everything japan-related,

location: japan
time: japan
language: japanese
input: japanese

but when i try to run some japanese program, some of the fonts didnt appear correctly, how can i slove this problem? (except install japanese winxp) 🙁
