For some reason, that made me LOL.

To OP:

Each account holder has an email address associated with their Paypal account. Send it to the apporiate email address.

Choose other funding source and send funds using your credit card.
 
ok here is the whole story. i have 13 dollars USD in my paypal account. but i didnt add a credit card becuase i dont have one. i wanna send money out but my spending limit is $0.00. how can i send money now?

If you have not "verified" your account ( the two small deposits they do to your account must be verified by you to PAYPAL) you will not be able to send money.
READ THE DIRECTIONS!!!!
 
If you have no credit card and you have no checking account, how in the heck were you planning on putting funds in there to begin with?
