Consider this:
Fry's usually packages refurbished products in plain brown boxes, but the Nomad is provided in the original packaging with a sticker over the UPC code.
The $30 rebate form requires the UPC code from the original packaging. Frys doesn't put the UPC on the receipt, but uses their own code for the product.
If someone purchases the refurbished unit and then carefully lifts the sticker for the refurbished UPC off the original UPC, the original UPC could be used to submit the rebate with a copy of the Frys receipt.
After having very carefully removed the original UPC, the sticker could be restored in place for the refurbished UPC. If, then, as a separate issue, someone decides to not keep the product, it could be put back in the package and returned to Frys for credit.
Oops! I guess there's no way to take back the rebate request.
