Better cooling for your system won't make your office any cooler. I suppose it's nice during Winter, having a Prescott and all.
Ball bearing fans are the noisier ones.
A quiet computer starts from choosing the right components, such as known quiet hard drives (Seagate, Samsung), known cool running CPUs (Pentium M, slower .09 micron A64, no overclocking), cases designed to be quiet (120mm fans, rubber grommets for HDD mounting), quiet power supplies (Seasonic, Enermax, Zalman)...
You can take a noisy computer and make it
quieter but you can't take a noisy computer and make it
quiet.
Having a really quiet computer costs more money, or you sacrifice performance, or both.
