noise on fans?

Fan noise is measured in dba, aka decibels. Below 30dba is usually considered quiet. Above low to mid 40's is starting to get loud. It's all up to personal preference however and those are by no means a strict guideline.

Indeed. Note that the larger the fan usually the quiter it is. My case is cooled by two 120mm fans wich are significantly quiter than their 80mm counter-parts.
