Noise cancellation program?

I was wondering if there is a program that takes in audio from a mic and then sends it 180 degrees out of phase to speakers/headphones. That would make a noisy environment slightly less noisy right?
 
That would be interesting, I have only seen expensive hardware for that kind of issue though.
 
Wouldn't it be simple enough to run your microphone into a stereo amplifier and connect one of the speakers backwards?
 
I think that latency would be a major problem....especially if the mic and the headphones were not very close together.
