Noctua NH-U12P SE2 or CM Hyper 412 Slim?

I'm a little confused between the two... Performance-wise, I think U12P is the winner but it costs a little bit more. Also, the fans are not PWM... does this matter? I mean, compared to 412 slim's fans that are already PWMs... None PWM fans still vary in speed according to CPU load/temps right?

I was also thinking of Hyper 212 Evo and set it to push-pull setup but that would also drive up the cost to almost equal to the two... 😕
