does anyone have a fix for intake fans mounted to window grills on cases and being extreamly loud? i understand its because the blade positioning is close to the window grill but could a gasket help? how thick would it have to be?

Best solution: don't. Leave the window as a bare window, even if it has mounting holes. Side panels are notorious for just that very problem, and have been since they started putting fan mounts there with Prescott, about 10 years ago.

It would be nice to know which case(s). None of the side panel fans on my cases rattles. There again I have 200 mm fans.

I have two Noctua NF-P12 on the side panel of my Corsair 400R, it barely makes any noise. The rigidity, thickness and the construction of the grooves that latch on is important to prevent it from causing excessive vibration. Noise due to vibration on mine rarely happens and if it did, rubber grommets helps.

It's not the 200mm, but how much it flexes when it switches, how much the side panel can flex when that happens, how secure the side panel is to the case, and with a solid connection to the case (can't rattle), how much the case can deaden or dampen the pulses (also, a window adds another set of joints that can either help or hurt the situation). If it's not a problem, it's not, and that's fine. If it is, just not using the side panel fan(s) is typically the easiest and best solution. It shoudn't be an issue with a Corsair 400R or 500R, being that they're kind of made for that, and it's typically not an issue with the heavier Fractal Design cases, either, FI.

Are the fans loud while they are off the panel in your hand?

In my case, no pun intended, my 800D has a grill on top for a radiator that causes noise when most any fan is mounted on it. I've pulled a running fan off the rad grill and the noise dissipates. So it could be the grill or vent holes..
