No video when reboot

I've been having this problem for sometime, and I'm stumped. Basically, when I reboot I get no video signal. I hear everything initialize, but no video. If I unplug it and reset the BIOS, it then starts up just fine. If I go into the BIOS, save and exit, again I get no video.

I've tried replacing the motherboard with a brand new Soyo KT400 Ultra, tried new RAM, tried a CPU out of a different computer, new Power Supply, swapped in a PCI video card ... and with all those combinations I still get the problem. Any ideas would be much appreciated!

No, it's the same monitor I'm using now ... and it's the same monitor I use with my other backup computer without problem too. All I can think is CPU. Unless somebody has any ideas, I'll try another CPU.
 
Ok, how about this ... I'll PayPal somebody $20 if you lead me to the fix. I've been fighting with this for months, spend bucks on a new mobo, new RAM, new PS, etc. And nothing has done the trick. I'm getting somewhat desperate.
 
Pardon me for harping on one avenue, but what type of monitor is it, and have you tried a different monitor on this system?
 
Is your vid card defaulting to a nonsupported resolution/refresh rate that your monitor can't handle? Will turning the monitor off and then back on work? Is your monitor failing to come out of "sleep" mode? What is your monitor?
 
Is it posting at all? Do you actually here it beep? I have a similar issue with my hardware of which I cannot reboot. When that happens, I have to unplug the power to the power supply, make sure the switch on the ps is still on and try to turn the machine on a few times. That will empty the capacitors on the board completely. Then I plug it back in to the wall and it works fine. Try that and let me know.
 
I do need to try another monitor, but I just can't believe that's it ... here's the latest:

I can go into the BIOS, but if I exit without saving, the video signal goes off and comes back fine when it reboots. If I save anything in the BIOS, video goes off and doesn't come back on. And remember, it was doing very similar things with my previous mobo. FYI, this monitor is a Viewsonic G790 19" CRT.

The computer that this is happening on is the one I'm using to type this, so once I clear the BIOS and boot it runs just fine.
