No video to monitor help

I'm working on a Compaq Presario SR1913WM and at first I was getting static horizontal lines going across the monitor, and now it's not even getting a signal to the monitor. The monitor just cycles through signals (analog/digital) then says to check signal cable. I know the cable(s) work because I took them off my monitor to test.

On this Compaq pc I've tried the following:

Different monitor to rule out a faulty monitor.
Different cable
2 different video cards (7800 I had laying around and a Radeon 6450 I had in my htpc).

The PC itself only has onboard video with VGA hookups. With the gpu(s) installed, I tried both VGA and DVI. Neither was able to push a signal through to the monitor. I'm at a loss. I was thinking maybe the mobo might be dying out or perhaps I should try a different psu, but I don't really want to go that route except for a last option as I'll have to pull a psu out of my other htpc. All suggestions are welcome.
 
No dice on clearing CMOS. I guess I'll be pulling my htpc apart and putting a new psu in to see if that's the problem. Otherwise I'm lost.
 
Keep track of how many hours you choose to have the battery out. I've heard of people having to pull the battery for an entire day for cmos to clear.

Wow really? I've never had to wait more than a few minutes for it to clear. I'll pull it out in the morning and leave it all day and see what happens. This is a strange issue though. I wish it had a speaker to hear any beeps.
 
Well I swapped the power supply and fired it up but got nothing. Removed the cmos battery & cleared it and left it out for about an hour and still got nothing. I'm thinking it's a mobo issue. Not sure what else to check at this point.
