No video signal to DVI or HDMIEnermax

Looking for suggestions of things to try next. Have tried new cables, have tried onboard HDMI port, tried connecting to another monitor, tried another video card and all results are the same, no signal.
The system is a CyberPower PC:
AMD Ryzen 7 1700X
500GB WD Blue SSD
Gskill 4GB DDR4-2400 Ripjaws V
Coolermaster Masterliquid lite 120mm Watercooler
Gigabyte GA-AX370-Gaming
MSI AMD Radeon RX 580 8GB
Enermax Revo Duo Series 700 Watts

Is this a newly-purchased PC? Have you contacted their support, just to see what they say?

The CPU in your case is JUST a CPU, and not an APU, so the motherboard's video-output ports, if it has any, won't be functional unless you drop in an APU.

As for the video card, that's surprising, did you make sure that the card is cleanly in the slot, no "sag" or bent / broken PCI-E slot, and that the supplemental power connector (if any, with an RX 580 I would expect it to be a 6+2-pin) is plugged in?

Reset the CMOS?

If you can't find the jumper, then unplug the computer and remove the mobo battery for five minutes.

With a new PC, Normally the on-board video will not work if you have a video card in use on the Motherboard. However, If using Windows, you have to turn the sound on to go to HDMI in a setting. If you have the TV plugged in you select the speaker icon (right click)using the task bar and select sounds. Select playback tab and click on your TV. Otherwise the sound goes to the speakers by default.

You also have to set up both monitor/TV in the video settings so you can switch between them or just use both at once.

On an HDTV you might have to set the source to the HDMI connection you have it plugged into.

Some problems come up between HDMI-1 & HDMI-2 causing incompatibilities.
