no video signal from new 4850

my friend has been having issues with a new build over the past couple of months and i finally found some time to help him out.

i'm not sure of the exact specs/components but his new setup is:
  • Phenom II x3
    ASUS 785G-based Crossfire DDR3 motherboard
    3x2gb DDR3 ram
    500-wtt Seasonic psu (not sure of the specific model, but i'm confident that it provides enough current)
    Sapphire 4850 512mb video card
for the past 2 months, he has been using my old 7600gt card as he no video (ie. blank screen, no POST) when the 4850 is installed and didn't realize he also had onboard HD4200. the machine has been fine with my 7600gt and yesterday it was running fine with the onboard HD4200. when trying to POST with the 4850, there are no beep codes and there are no steady lights on the 4850. the 6-pin pci-e power cable is plugged into the card. he has an older lcd w/ a vga input so i thought that maybe the card and monitor couldn't sync. afterward, i replaced the 8800gt in my desktop system (in sig below) with the 4850 and attempted to boot. i could get no video output from my monitor (DVI input) or on my hdtv (dvi-hdmi adapter). strangely, the system booted into windows normally as i could hear the chime over the speakers and later VNC-ed/remote desktop-connected into the system. i know that systems usually won't POST if the cpu, memory, or video card is not working, which leads me to reconsider whether the video card is actually dead.

i'm a bit baffled by this one. is this card DOA? am i missing something here? thoughts?
